GETTING A PAYPOWER CARD

The PayPower Card gives you the power to make purchases worldwide everywhere Visa debit cards are accepted. You can use the card for everyday expenditures whether you are at home, out and about or abroad! The PayPower Card can be used to make online, phone or mail order purchases. It can also be used at millions of ATMs worldwide (registration required). If your card is ever lost or stolen, the Visa Zero Liability Policy protects you from unauthorized use* (see disclosure below for more information). The amount of every purchase or ATM withdrawal you make is automatically deducted from the value in your card account. When completing a transaction, select "Credit" if you would like to sign for your transaction and "Debit" if you would like to use your PIN. Before you can use your card for PIN based transactions, you must register your card.
You must be a US citizen or US resident alien over 18 with a valid Social Security number and a verifiable physical street address to get a card. Currently we do not offer PayPower Cards to residents of Puerto Rico, Guam, U.S Virgin Islands, American Samoa or other U.S. territories. During the registration process, you will be required to supply your name, address, date of birth, and Social Security number. P.O. Boxes are not acceptable.

Yes, as long as you are a permanent resident age 18 and over with a verifiable physical U.S. street address (No P.O. boxes) and a valid Social Security number.

We are required by Federal Law (USA PATRIOT Act) to obtain, verify and record information including your first name and last name, verifiable U.S. street address (No P.O. Boxes), date of birth, Social Security number and other information that will allow us to reasonably identify you. This requirement helps to prevent the card from being used for illegal purposes.
IMPORTANT INFORMATION ABOUT PROCEDURES FOR OPENING A NEW CARD ACCOUNT: To help the government fight the funding of terrorism and money laundering activities, federal law requires all financial institutions to obtain, verify, and record information that identifies each person who opens a Card Account. What this means for you: When you open a Card Account, we will ask for your name, address, date of birth, and other information that will allow us to identify you. We may also ask to see a copy of your driver’s license or other identifying documents.
No. The PayPower Card is not a credit card or a gift card - it is prepaid card. To use it, you must first load money in your PayPower Card account. To load money, you can add cash at participating retail locations. After registration, you can direct deposit all or part of your paycheck or government benefits or visit a Visa ReadyLink retailer. When you use the PayPower Card, the amount of your purchase is automatically deducted from the card account balance.
 

USING MY PAYPOWER CARD

Registering your PayPower Card allows you to enjoy the full range of benefits including direct deposit, bill payment, get cash back at an ATM, receive a personalized card or send money to another PayPower Card cardholder.
After registering, you can use the PayPower Card to obtain cash from any Automated Teller Machine ("ATM") that bears the Visa Acceptance Mark. All ATM transactions are treated as cash withdrawals. You will need to enter your PIN when prompted, and select “checking” to access money. A fee applies to each ATM transaction in addition to any fees the ATM terminal owner may impose.
You can create a PIN at any time. There are a few ways to setup a PIN, (1) Select Setup PIN on the home page (2) Log into your online card account and select Account Settings under the My Account tab (3) Call the 24-hour automated phone system at 1 (888) 633-9432. Note: You cannot use your PIN to request cash back until you have completed registration.
The PayPower Card can be used everywhere Visa debit cards are accepted. In addition, once you register your PayPower Card, you can use it to withdraw cash and check your balance or get cash at millions of ATMs. Your PayPower Card can also be used to make purchases online, over the phone, or through mail order. Note: Not all car rental companies and hotels accept prepaid cards.
When purchasing gas we strongly recommend paying inside at the cashier. If you choose to pay at the gas terminal outside (pay at the pump) you must have at least a $125 balance. If you don't have at least a $125 balance your purchase may be declined.
Yes, but use caution. When the total amount due is unknown (for example when you check into a hotel), merchants have the right to pre-authorize the purchase, which puts a hold on the funds. A restaurant, for example, might hold up to 20% or more to cover whatever you tip. To avoid this kind of hold, we recommend that you call hotels and rental car companies first to inquire about their prepaid card policy.
Yes, you may use your PayPower Card everywhere Visa debit cards are accepted. Your card must be registered before most merchants will let you make an online purchase. Most websites also ask for your security code (3 digit code on back of card near signature panel). See the example below to find your CVV2 code:
Card Verification Number
CALL US IMMEDIATELY AT 1 (888) 633-9432 if your card is lost or stolen. After you cancel your PayPower Card, a replacement card with the remaining balance minus a $5.95 Lost/Stolen Replacement Card Fee will be mailed to you. As long as the lost or stolen PayPower Visa Prepaid Card is reported immediately, you will not be responsible for any unauthorized charges (Note: full reimbursement of any fraudulent charges is provided through the Visa Zero Liability Policy* (see disclosure below for more information). We reserve the right to review any disputed charges based on our risk policy).
If you suspect an error, have questions about a transaction, or wish to dispute a transaction that has posted to your card account, log in to your card account to download a dispute form. You will be required to provide the following information:
  • Your name, address, and phone number
  • Your prepaid card account number
  • A description of the error or the transaction you are unsure about. Explain as clearly as you can why you believe it is an error or why you need more information.
  • The dollar amount of the suspected error
  • Your e-mail address

LOADING MONEY


DIRECT DEPOSIT
The BEST way to have money loaded to your PayPower Card account is through direct deposit. With direct deposit, you can have all or part of your pay, dividend, disability, and government checks (Social Security, tax refund, welfare, etc.) sent directly to your PayPower Card account. There's no fee for loading your card account via direct deposit. You can also load your personalized card by purchasing a Reloadit Pack at thousands of participating retailers or at any Visa ReadyLink reload location. Load fees and limits vary by retailer. Login to your account, click Add Money and then select the type of Direct Deposit you are setting up.
  • Directly Deposit your paycheck
  • Select the card account you would like to deposit your paycheck to and print your personalized direct deposit form.
  • Sign the form and bring it to your employer’s payroll department.
  • Tell them how much money you’d like to add to your card account. You may add part or all of your paycheck (1% to 100%).
  • Directly Deposit your Government benefits check
  • Select the card account you would like to deposit your benefits check to and select the type of benefit you receive.
  • Review that your information is correct, read the Terms and Conditions and submit your enrollment to the U.S. Treasury.
Yes. You can load your tax refund or other one-time payments from institutions that offer direct deposit. Use the routing number and Direct Deposit Account (DDA) number (NOT your 16-digit card account number) provided on your personalized direct deposit form.
Yes. Your tax refund can be loaded directly to your card account by including the PayPower Card routing number and Direct Deposit Account (DDA) number (NOT your 16-digit card account number) provided on your personalized direct deposit form. You can use this information whether you are filing online, by mail or through your local tax preparer.

Note: Refund Direct Deposits MUST be in the name of the cardholder to be accepted and posted to the PayPower Card account.
When you change jobs, payments from your previous employer stop automatically. To re-enroll in direct deposit with your new company, fill out another direct deposit form, sign it and hand it to your new employer. You can receive direct deposit from more than one employer at the same time.
GOVERNMENT BENEFITS
  • Submitted - Your enrollment request has been submitted but has not been sent to the U.S. Department of the Treasury. Submissions are sent to the U.S. Department of the Treasury once a day.
  • Submission Pending - Your enrollment has been created but will not be submitted to the U.S. Department of the Treasury unless it is resubmitted or you contact Customer service.
  • Processing - Your submitted enrollment has been sent to the U.S. Department of the Treasury.
  • Enrolled  -  Your enrollment was successfully accepted and a payment has been made to your PayPower Card account.
  • Contact Customer Service - There was an issue processing your enrollment. Contact Customer Service toll free at (888) 633-9432.
Yes, the entire amount of your government benefits check will be deposited to your card account.
You can cancel the Direct Deposit of your government benefits at any time by contacting the Federal agency that administers your benefit. For contact information, Click here.
You should begin receiving the benefit on your PayPower Card account within 2 benefit cycles (typically 30 days). Click here to view the status of your enrollment.
Yes, the secondary cardholder may also deposit their government benefits to their card account. However, the secondary cardholder may not deposit their benefits to the primary cardholders account.
TAX REFUND
No matter which tax preparation software you decide to use you can have your tax refund directly deposited to your card account. Simply gather your Routing Number and Direct Deposit Account Number from the cardholder website (note: this is not the 16-digit number on the front of your card). Be sure to check “Checking Account” when designating an account type. To find out what your Routing and Account Number is, login to your online card account and under the Add Money tab, choose Deposit Tax Refund.
PayPower does not know the status of your tax refund. You may visit the tax refund site, “Where’s my Refund” to get an estimated date of when you will receive your tax refund or call the IRS Refund Hotline at 1 (800) 829-1954.
Please allow 7-10 business for your card to be delivered.
It can take up to 48 hours for your refund to be available for use once the IRS has posted it to your PayPower Card Account. If your tax refund has not yet posted to your card and it is outside the processing time frame you were quoted, please contact the IRS directly at 1 (800) 829-1954.
There are many reasons why funds can be held on the card. Incoming deposits, for example tax refunds or payroll deposits may be reviewed to ensure fraudulent activity is not occurring which could result up to a 48 hour delay. When the total amount due is unknown (for example when you check into a hotel or pump gas) merchants have the right to pre-authorize the purchase, which puts a hold on the funds to ensure you have enough to cover the charge. A restaurant, for example, might hold up to 20% or more to cover a tip.
If you filed a joint tax return this year, make sure that all the names on your joint return match all the names on your account to avoid any delays. You can add the name of your joint filer by accessing your online account and adding a secondary cardholder here, under the My Cards settings.
No, tax refunds must be in the name of the cardholder.

RELOADIT PACK
After registration, you may reload your card account at thousands of participating retailers by purchasing a Reloadit Pack or at any Visa ReadyLink reload location. Load fees and limits vary by retailer. Click here to find a retail location near you.
The Reloadit Pack enables you to reload any PayPower Card account.
  • Purchase and load a Reloadit Pack at participating retailers and transfer those funds to your card. A reload fee will be added to your purchase.
  • Go to www.reloadit.com or call 1 (888) 633-9434 to apply the funds to your card. You will need the 10-digit number located under the scratch-off on the back of the Reloadit Pack and the amount loaded onto the Reloadit Pack (excluding the reload fee).
  • The funds will be applied to your card account.

Visa ReadyLink is available at thousands of convenient and accessible locations nationwide.
  • Go to any register and tell the clerk you would like to perform a Visa ReadyLink prepaid card load transaction.
  • Swipe your PayPower Card and enter the amount you would like to load. The load fee varies by location.
  • Give the cash to the clerk (generally $20 minimum, $950 maximum; amounts may vary by retail location). That's it. Your money will be available in your PayPower Card account within 5 minutes.

The minimum daily load limit across all reload channels is $20 and the maximum is $2,500. Per transaction the load minimum is $20.

MONEYGRAM
You can use MoneyGram ExpressPayment® service to add funds to your PayPower Card.
  • Find a MoneyGram agent location near you.
  • Complete the MoneyGram ExpressPayment® blue form.
  • Use Receive Code 7584 and your card number as the account number.
  • Load funds. A load fee of $3.95 will apply.

There are no overdraft fees. The PayPower Card is a prepaid card – only spend what you have in the card account.
 

BILL PAYMENT

With PayPower Card Bill Payment, you can send a one-time payment to thousands of payees. Your bill is paid and the amount is deducted from your available balance. You can set up, edit, send payments and view your payment history via your card account online at www.paypower.com. Registration is required before using the bill payment feature.

  • Set up a payee. You will need the payee's name and address and the payee account number if you have one.
  • Enter the amount you want to pay and the date you want payment sent. The screen will populate the first available date the payment can be received. If expedited payment is available, you can select it by checking the box (there is an expedited/same day Bill Payment Fee - Exp of $9.95). We strongly recommend you schedule your payment at least five (5) days before the payment due date to make sure the payment reaches your payee in time.
The Bill Payment feature is free.
$5.95 Monthly Maintenance fee applies.
Payees receive payment on the day you have chosen. If the payee is not in the automated payment network, and a manual paper check has to be sent, please allow additional time for USPS to deliver your payment.
There is an expedited/same day payment option for a $9.95 Bill Payment Fee - Expedited. Payments must be received prior to 11:00 am CST in order to be delivered the same day.
You can login to the website at www.paypower.com and review your payment activity. We recommend that you sign up for automatic alerts to remind you about upcoming and completed bill payments. Bill Payment alerts can be sent to your cell phone* and/or your email address. Go to www.paypower.com to set up your alerts.

Due to legal requirements, we currently can only schedule payments to payees within the United States in U.S. currency.
If you do not have enough money in your card account on a payment date, the scheduled payment will be suspended and will not be sent. You do not incur any fees from your PayPower Card account . You could, however, incur a late payment fee or other penalty from your payee if you do not make your payment on time. We recommend you sign up for Transactions Alerts to automatically notify you of any paid or missed payments. We are not responsible for your failure to make any scheduled payments due to insufficient funds.
Many payees accept electronic payments, but not all. After you enter your payees information we will be able to identify if your payee accepts electronic payments or not. This information will be displayed in the ‘Estimated Days to Delivery’ section of the payment page. Please allow 2 business days for electronic payments and 5 business days for paper check delivery.
We issue payments automatically on the exact date that you specify. If you are paying a manual payee, PayPower issues a paper check. You should choose a payment date at least 5 business days prior to the payment due date. This will allow the paper check issued on your behalf to reach your payee on time. If your payment is late, the payee may assess late fees.
 

ALERTS

With alerts, you automatically get a text message* and/or email when specified card account activity occurs.

*Standard text messaging rates from your wireless service provider may apply.

You can choose from any or all of the following alerts:
  • Daily balance alert
  • Weekly balance alert
  • Transaction alerts – approved or declined transactions, loads, bill payments, etc.
  • Service alerts – password changes, PIN changes, etc.
You can update or change your preferences at any time by logging into your card account.

Note: If you choose to receive text messages, standard text messaging fees may apply.
You can sign up for alerts by logging into your card account online and selecting Account Settings under the My Account tab.
 

ADDITIONAL CARDS

Yes, you can add one additional card to your PayPower Card account. Secondary cardholders must be 18 or older and have their personal information verified. The secondary cardholder of the PayPower Visa TravelMoney Card must be 13 years or older. There is a Secondary Card Issuance Fee of $4.95 for an additional PayPower Card.

Both the primary PayPower Card and the secondary PayPower Card will share the same card account funds. The name of your family member(s) or friend(s) will be embossed on the additional PayPower Card. Each card will have its own unique card account number, but both cards will have access to the same available funds.

Note: The primary cardholder is liable for all transactions made with the card or card number. The primary cardholder must notify PayPower to revoke permission of any person previously authorized to use the card. Primary cardholders are responsible for all transactions and fees incurred by them or any authorized users. In the event a secondary user's privileges are revoked, PayPower may choose to reissue the primary card with a new number. The primary cardholder is wholly responsible for the use of each card according to the terms of the Cardholder Agreement.
To order an additional PayPower Card for a friend or family member, login at www.paypower.com and enroll for a card for a friend or family member. There is a Secondary Card Issuance Fee of $4.95 fee for an additional PayPower Card.

SENDING MONEY

You can send money to another PayPower Card cardholder or receive money from another PayPower Card cardholder using this feature. It is the quickest, easiest way to send cash to another PayPower Card cardholder. To send money, simply add recipients to your contact list, select them, enter the amounts to send, and the funds are instantly deducted from your PayPower Card balance and credited to theirs.
You'll need to know the recipient's phone number and the last 4 digits of the PayPower Card number.
You can send or receive up to $100 per day and $500 per month.
 

WEBSITE

The PayPower Card website uses the latest 128-bit encryption technology to secure your card account and personal information online. We follow strict procedures to ensure your card account and personal information is never shared or misused in any way. For more information regarding your privacy, please view our Privacy Policy.
The PayPower Card website is best viewed with Microsoft Internet Explorer 7.0 or higher, Firefox 25.0 or higher, Safari 5.1 or higher, and Chrome 31.0 or higher.
 

*The Visa Zero Liability policy covers U.S.-issued cards only and does not apply to ATM transactions, PIN transactions not processed by Visa, or certain commercial card transactions.
